The post flow keeps the heated weld from becoming contaminated more so. Odds are the manifolds are not SS & are electroplated or a low quality SS. SS can be quenched right away where non SS should not be. I have also seen overseas manufacturing mig weld & then go back over the welds pulsing a tig torch to get the "Look" You want to use as little heat as possible, while still getting full penetration. Cleanliness is next to Godliness. There are different methods to propping the materials, some actually make it more difficult to get good welds.
